Finding comfort on drop bars can be a bit tricky, there is that many shapes and sizes going around. What cruise control does is give a nice standard fit at the top at the end of the hoods and the drop. The top section is installed before your bar tape and then you can wrap as you like. The bottom section is attached locking clamp (like mtb grips) and you can stop your tape before the grip starts or you can still wrap if you want the nice uniform look.
The top section gives wider surface area for your palm to rest for more comfort and control. The bottom drop adds a nice platform for your inner palm offering way more surface for you to move you hands around. It can be rotated 360 so you can choose any angle you want and even works with flared drop bars.
They come as a pair of grips either the top or bottom pair.
